no oil pushing to the top of my engine

With a new top, top head gasket, oil-pump, piton rings, cam shaft & lifters installed, there is still no oil pushing to the top of my engine of my Golf 3 1600i- Please advise.

It sounds like you have a cam bearing that has spun, not allowing the oil to get to the top of the engine.
