Left rear brake locks up when its cold

When truck is in warm garage the tire will spin freely, If the truck sits outside and temp is below frezing the tire will lock up going forward but spin free in reverse, check gears in rear diff, changed oil and checked bearings, also put new wheel cylinder on left side nd truck still does the same thing, Please help

THESES ARE DRUM BRAKES?

IF SO, DO YOU KNOW THE DIFFERENCE IN "PRIMARY" AND "SECONDARY" SHOES?

ON MOST REAR DRUM BRAKES THEY ARE SET UP WITH THE ABOVE

REMOVE BOTH DRUMS AND LOOK---HAVE A TAPE MEASURE ON HAND

THIS IS WHAT YOU SHOULD HAVE

A SHORT LINER SHOE TOWARDS THE FRONT---TOWARDS FRONT ON BOTH SIDES!!!!

A LONG LINER SHOE ON REAR OF BOTH SIDES

THEY SHOULD MIRROR EACH OTHER!

NOW----WHAT YOU SHOULD NOT HAVE!!!!!!!!!

SHORT SHOE LINER ON REAR ON EITHER SIDE

TWO SHORTS ON ONE SIDE--TWO LONGS ON THE OTHER

JUST FOR GIGGLES--OBSERVE THE SHOES FOR MY 1946 WILLYS JEEP---SHORT TO FRONT LONG TO REAR (I KNOW YOURS SYSTEM WORKS DIFFERENT, THIS HAS BEEN THE NORM FOREVER) NOTICE THE GAP AT THE TOP OF MY RIGHT SHOE (THIS IS THE SHORT LINER OR PRIMARY SHOE) THE FRONT OF MY JEEP IS TO THE RIGHT SIDE OF THIS PIC

IS there any moisture getting into the brake assembly? Is the parking brake freezing in the on position? The park brake will lock the brakes going forward, but will give in reverse.
