1997 Toyota Previa Turn Signals Hazard Lights Work Fuses Both Intact Good

My turn signals and hazard lights do not work. Fuses for both are intact and good. I suspect the flasher relay needs replacing. Where is the flasher relay located and how do I access it?

I have attached diagram of position under the left side of dash.You will probably have to remove some lower dash panels to get to it.
