what would cause car to surge

Have replaced IAC, EGR, Plugs and wires. I don't get a service engine light. The headlights also pulse.

Just to add to this one if the head lights are plusing i would make sure the battery cables are clean and tight.Also have the alternator and battery tested to start with.what kind of plugs did you install?Hopefully not platnuim ones?
