Where is the starter relay on a 97 saturn sl2

The relay is taped on lower area of the steering column. But I have seen very few relay's ever go bad. So the battery is good you had it tested?Also the battery cable's are clean and tight?Most like if that's the case you have a bad starter. Do you have a multimeter or a test light?If so I can guide you thru figuring out if you do have a bad starter or something else.
