dims work and the brights don't

This is an SL1, the dims work and the brights don't, do i need new headlights or is this a switch problem on the turn signal? please advise .w Did the elements blow?

So the low beams work but the high beams dont?Have you checked all the fuses?Also do you have a multimeter to do some testing?

I was told it wasn't the fuses, I will check them, I will have a multi meter Sunday.Thanks and we'll talk soon.
