I have a 97 saturn SL1, horn does not work checked fuse-ok, what next?

At the horn assy, test the Orange wire for nabattery voltage.
If voltage is available, ground the Black wire of terminal B and test if horn comes on.
If horn does not come on, check the grounde circuit for terminal C and if good, the horn unit is bad.
If horn comes on, the circuit between horn switches and horn is bad.
