Steering column moves in and out 1-2" like as if it were telescoping.
Up and down function works and locks properly.

Sounds like the car was in a accident and the steering column was damaged the steering column needs to be replaced.

Yes it was. I bought it as rebuilt tittle fourteen years ago.
Is it dangerous this way or just an annoyance? It only moves if I really pull it.

It is a safety concern the steering column is made to colapse in a accident from the air bag going off to relieve impact forces on people.So once it colaspes its done its a one time deal.You could even put a used column in as long as its not damaged.
