Re turning obd code PO134

I have a 1997 Saturn SC1 Single over head cam. The service engine light is on. I am getting the code PO134 O2 sensor CKT no activity (bank 1 sensor1). I replaced the O2 sensor in the front of the vehicle and reset the Engine light. After I drive the car approximately 10 minutes and run a scan and no code. Another 15 minutes of driving and I get a code PO134 pending. Another 10 minutes or so of driving and the engine light comes on with code PO134. With the engine at normal operating temp. I get 1 volt from the O2 sensor.

Do you have a scan tool that reads live engine data?Also have you inspected the o2 sensor wire itself?

1volt is an indication of running rich-check the wiring harness and for poor connection

On the back of the block under the #4 cylinder intake runner right above the starter there is a 10mm bolt screwed into the block. Under that bolt are 4 wires, 2 brown and 2 black with white tracer. These are the grounds for the O2 sensors and the PCM O2 sensor circuitry. Remove the bolt and clean both ring terminals and the block mating area. Clean block and ring terminals with CRC Electronics Component cleaner and reassemble. You can reach these from above.

Just to add to this one its a 8mm bolt head on it and its the grounds for the tps etc if thats got a bad ground it it will set codes for both front and rear o2 sensors not just the front o2 sensor.Been down that road before but it is worth a look.
