Could it be my Air Motor or Fan or Short somewhere?

Hi, I have a '97 Grand Prix GTP 8Cyl. I would like to know, since my air vent's don't blow out air, and when I turn them on, smoke barrels out and it smells like burning wires. What is wrong with my car, I figured it would be the air motor, is this true and how much is the part to fix?

you have to have the actuators checked as well as the blowermotor. it may be burning up causing the smoke. the actuators direct eh air into the car form teh floor to dash, etc. i'l include a generic pic they are under the dash as well as the blower motor.
