When I bought the car the speedometer worked

I just bought a 97 neon. But when I put a new battery in it no longer worked. I went to get my emissions test done, and the said that the computer in the car needs to be reprogrammed. Could this have any thing to do with the speedometer not working?

If all the other gauges work properly, look closely to see if the speedometer pointer is below the stop pin at "0 mph". If it is, simply drive fast enough that the pointer would want to be over half scale. If the maximum reading is 120 mph, drive at least 65 mph. At that point the needle will look for the shortest way to "65", and that will be counter-clockwise. From there it will follow the car speed back down like normal.

Sometimes the current surge from reconnecting the battery will cause this type problem.
