battery drains dead

i have put a new battery and positive cable on my 97 neon and battery still drains dead. i took off the neg cable and took a test light to the cable and battery post the test light lit for a second. then dint light again.i put the battery cable on and waited a while and did the test again and the light comes on a gain . it dosent stay on. i pulled most of the fuels and still have the same problem.pleasae could you help me.

Use an ammeter instead of the test lite-this will tell you more

as a temp measure until you cure you could install a battery switch or just disconnect till needed.
