Why won't dome light, radio, and locks work when IOD fuse is good?

I have a 1997 plymouth breeze and the radio, dome light, and locks shut off suddenly one day. I have replaced the IOD fuse and all appropriate fuses but they all still dont work. Any suggestions?

"Ignition off draw"... controls things that do not need to have the ignition on to work

with a voltmeter. if you are not familiar with circuit checks, get a shop to check it for you.
