My 1997 dodge Breeze horn will not stop blowing. I changed the fuses and it still blowing.

Hello,
It sounds like you have a horn relay that is stuck or the horn pad on the steering wheel is shorted closed.
Here is a guide to help you test the relay and replaced it to hopfully fix the problem.
