The parking lights on my Serena are not working. I have checked
all the fuses, and all appears well. How does one get the parking
lights out? I removed the top screw, but cannot budge the bottom
of the light. Should I remove the headlight as well as the parking light, to change the bulb?

You need to pry it out as it is clipped on at bottom.

You need a test light or DVOM to check wiring faults.

Have you checked the taillight relay?
