1997 Mercury Villager Engine Cold Steering Tight Idle Minutes Loosens Bit

When the engine is cold the steering is tight. If I idle the engine for a few minutes is loosens up a bit. After about 5 minutes of driving it is fine. What is the problem? Do I need to replace the power steering motor?

It may be the pump itself. However, I would recommend having the power steering system serviced. See if that helps. It will be cheaper than replacement.
