I have a '97 Mercury Mistique, in the lower left corner of my cooling fan assembly the is a wire coil, I was wondering what this was and how it could affect cooling fan operation.

Without seeing it, I can't be sure. However, it may be the blower motor resister. That is how the motor speeds are determined. The more resistance, the less power to the motor and the slower it will run.
