1997 Mercury Marquis Brake problem

Replaced the front brakes, rotors, & calipers and ended up with a soft brake pedal on start-up. Took it to a garage and had the master cylinder replaced ( he replaced it three times ) an abs pump replaced plus the brake booster checked. He says he also put 2 quarts of Brake fluid through the system, Still have the soft brake pedal. Any thoughts

Make sure that the pads are sitting correctly in the callipers and that the calliper slide pins are not seized, if this is only after fitting pads I would be checking this first.

Try a vacuum bleed rather than a conventional pressure bleed, there may be an air lock in the system still.
