fuel filter with a built in flip clip on the engine end won't release? 1997 cougar

you usually neeed a special tool to release these type of clips. the flip clip is like asafety clip and there should be another where you insert the tool to release it.

The tank end came off fine, but the outlet end has the flip clip attached to the line and it is too close to the line to get the tool in to release the line. never seen one of these before. looks like if you flip it to unlock it from the line it should release it but it doesn't??
