Hello i was wondering my car has 14" rims and i bought some 17x7 4 lug rims off of ebay. will they fit my car without scrubbing? thanks

You will need to get a Very low profile tire. What to do is this. Determine the outside diameter (OD) of the original tires. Then you will need to get the same OD on the new 17" tires. The last concern is the width. Try not to get too wide or they will rub. I hate to say it but the only thing you can do is try them. Do what I recommended and it should help.
