1997 Mazda Miata Mx5 S Check Engine Light Came On Husband Put Scanner PCM

My 1997 Mazda Miata MX5's check engine light came on so my husband put his scanner on it. The pcm won't communicate with the scanner. There is power to the pcm & the scanner is working. Any ideas?

is the fuse blown for data link connector if not try test light to see if power at connector and ground the fuse is ussaully with the cig lighter
