I changed my piston rings a week ago and notice a low idle condition. When i remove the top cylinder i saw lot of water in the combustion chambers, that is on top the piston. How does water get in there ?

If you are getting coolant into the cylinder, then most likely you have a bad head gasket. Did you see this before the rings were replaced or after?
