i have a 1997 lexus ls 400 and I have no power at all. no inside or outside lights

How will i know if one of the fuses is blown? Are the fuses expensive to replace? before this happened I could jump start the car and it would start now it has no power at all and no sound. My son has an interlock device installed in the vehicle and ever since this was installed we have had multiple issues with the battery staying charged. can this cause this?
