1997 Lexus ES 300 TDC how to find it

I just put on a new water pump and timing belt. Now the car won't start; I lined up the crankshaft timing pulley {the notch on the front of the pulley itself} with the mark on the engine. I don't know if I have it lined up on the compression stroke or another one, . Im told it doesn't matter because the cams control it as long as I got it on the mark. All I know is it turns over fine but it won't start now. Start no. I think I must have lined something up wrong. I did rotate the cranksaft and all the marks lined up except the marks on the belt. Where did I go wrong?

Do you have spark, fuel pressure and injection pulse?

No I haven't checked those things because the car started and ran great before I installed the water pump. I'm sure it has something to do with the timing.
