'97 Landrover Disc. will not accelerrate over 1500 rpm

I have a '97 Landrover Discovery SD. Will not accelerrate above 1500 rpm. Diagnostics show nothing wrong. Have replaced catalytic converters, MAS air flow valve sensor, fuel pump, filter, cleaned carburater, fuel injectors, o2 sensor, exhaust. It has been suggested to replace the ECM, but fear even if it fixes it, it will cause other problems. Please help me!

Sounds like a EMC issue, some outlets have test units you can use for diagnosis purposes, if it fixes it you buy it, if not you pay a small fee and send it back, or just get yours bench tested and fixed if there is a problem.
