air conditioner is not kicking on

I Have a 97 Jeep Wrangler,The AC Compressor wont kick in when switched on with the engine running, but with the engine off can turn compressor by hand Cant check freon without compressor running

You can check to see if you have sufficient pressure to engage the compressor (anything over 50PSI). You can't check refrigerant level by pressures anyway. The only way to know how much refrigerant is in a system is to totally evacuate it, vacuum it, and recharge with the exact specified weight. The pressures don't mean anything until you have done that.
