How do I set minimum throttle. It won't Idle because the battery froze so it went dead

computer sets idle you can't. if you replaced the battery with a used one have it checked for condition including load test. bad batteries cause all kinds of problems. then clean throttleplate on both sides with choke cleaner and iac hole.
