No power after replacing starter with a refurbished starter

starter went out on my vehicle listed above and installed a refurbished starter. Now, when i try to start my car, there is nothing! No power at all. What is wrong?

Check the starter circuit, start at the relay. Check for voltage, c8 goes hot with the key. c6 is hot all the time. c10 is ground for the coil side of relay, grounds through the neutral switch for automatic.
