My jaguar 1997 will not click over?

I recently bought a Jaguar 1997 xj6l and having problems with it. When I try to turn it on, it wont click over at all. This has occured 3 times before which this is the 3rd time around that it wont start at all. The other times it took a moment but it clicked over and was fine. I tried to jump start it which did not work. My battery level is fine so it cant be that. I think its my starter but not sure. Can you please help me?

When it doesn't start, you need to check for power to the starter. Have a helper turn the key to the start position while you check for power to the solenoid. If there is power and the starter does nothing, the starter is most likely the problem.
