change valve stem seal without removing cllinder head possible?

It is possible if you are willing to manufacture tools required. I have just changed seals on a Lantra Sportswagon, and when tools made, it was possible, but would not say easy. Am willing to provide more information if required. I was told it is not possible, but I love a challenge.
