Unplugged Line or Hose

I have a line or hose on top of my 97 Honda Prelude transmission , almost underneath the air filter that's just laying there, im unable to find the place it connects to. One of the ends is connected to the transmission. Also the car kind of jumps when i let go of the accelerator, i dont if this relates to that hose.

That's a transmission vent hose, it's suppose to be like that.

What about the other hose laying down? because it makes a difference when i take that little cap off; i even put my finger on top of it while the engine was on and noticed that it sucks air in. where does that one go?
