1997 Honda Del Sol Heater Will Get Warm While M Driving On Interstate Temp

My heater will not get warm while I'm driving on the interstate. The temp guage does not move off of Cold unless I'm driving in the city. The heater works fine when I'm not driving at highway speeds. I replaced the thermostat thinking that it was stuck open. What else should I look at?

The temperature gauge staying at cold indicates it is not working correctly. Recheck the thermostat.
