windshield wiper operation

Wipers only operate on high or low, inter. quit functioning, plus, when wiper switch is turned off, blades stop operating immediately--do not return to lower position on windshield. Also, if windshield washer is activated, blades operate, but will not stop unless the engine is turned off. Hate to change the motor in case this is some type of electrical related problem. How to diagnose?

there a cople of htings with this. there is a wiperrealy under the underhood fuse box that controls park and intermittent. it cold be bador havea wire not making good contact. ther eis also a control unit that is by the fuse box inside the car. it may be under the fuse box so look. that cold be bad or have a poor connection as well.
