OBD II P0720

I am getting a CEL on my 97 honda accord, used my scan tool and got P0720, it that the VSS going bad that is located near the thermostat?

DTC P0720/9: COUNTERSHAFT SPEED SENSOR
Ensure countershaft speed sensor is installed properly.
Disconnect countershaft speed sensor harness connector.
Using a DVOM, measure resistance between sensor terminals.
If resistance is not 400-600 ohms, replace countershaft speed sensor.
If resistance is 400-600 ohms, disconnect 22-pin TCM harness connector "B".
Check for continuity between ground and 22-pin TCM harness connector "B", terminals No. 8 (Blue/Yellow wire) and No. 9 (Blue/Green wire).
If continuity is present, repair short to ground in Blue/Yellow wire or Blue/Green wire between TCM and countershaft speed sensor.
If continuity is not present, reconnect countershaft speed sensor harness connector.
Measure resistance between 22-pin TCM harness connector "B", terminals No. 8 (Blue/Yellow wire) and No. 9 (Blue/Green wire).
If resistance is 400-600 ohms, check for loose TCM harness connectors.
Replace TCM with a known-good unit if necessary.
If resistance is not 400-600 ohms, repair loose connection or open in Blue/Yellow wire or Blue/Green wire between 22-pin TCM harness connector and countershaft speed sensor harness connector.
