1997 Honda Accord Cranks but won't turn over

The car will only start if I remove spark plugs and wipe them dry.

Plug gaps may be to big, or fuel pressure regulator may be faulty causing excessive fuel pressure and this can cause flooding, are you able to test the fuel rail pressure and how old are the spark plugs?

Just put them in a few days ago, I just bought this car and someone never changed them ever they where so rusted and stuck, so I'm wondering if it messed up the distributor and is not firing right cause one spark plug is more wet then the others but it's still odd that when it sits I have to pull the plugs and dry them off for it to start

Have you done a compression test, if not do this and post the readings.
