Spots wood service center said it is the speedometer control sensor, I should buy from a dealer and it would be installed for $150., Advance Auto Parts said it is speed sensor for $50 but not installing. SDS said part is $200 and installation if $89. And they are allowed to install. Pep Boys and Mr. Tires are not allowed. Honda dealers said part is $69 while Honda Genuine Parts would sell a new part for $10. Image are the same in all sources.
Pep boys and Mr. Tires say that any private owned State Inspection tech is allowed to install and sign the page attached to failing notification.
Help me what to do?

go you need the state inspection thing. if the others can't install it. but the cheapest one

The P0725 code in a 1997 Honda Accord indicates an issue with the Engine Speed Input Circuit. Here is how to change the engine speed sensor ( crankshaft position sensor). Which it looks like the engine front cover will need to be removed. Check out the images (below). Please let us know what happens.
