1997 Honda Accord Car Makes Loud Whinning Noise Start S Cold Outside Doesnt

My car makes a loud whinning noise at start up when it's cold outside. It doesnt quiet down until the car has fully warmed up (20-30 min later). Even then the noise is still there, but you have to be really listening for it to hear it. This has been happening every winter for the three years I've had it. This year, however, a ticking noise has been added to it and goes away completely when the car has warmed up.

it might be the alternator bearing making noise or a belt tensioner. spray water on belt and see if noise qhiets down, if it does replace belt and tensioner.
