vent blowing on my feet

My 1997 GMC Suburban which I've been lead to believe does NOT have a cabin air filter..is this true? If so what else can I do to figure out why I can't get my vents to blow anything anywhere except for the vent blowing on my feet.

check your actuator on the hvac unit. pic enclosed but this is generic so yours may be a little different
