dash lights and tail lights do not work.

The dash lights are part of the tail light circuit. With no test results or observations to go on, the first step is to check for a blown running light fuse, then, if that is okay, suspect the headlight switch. The switch and connector must be checked for one or two badly overheated terminals. I have a repair procedure if you find that.
