is suppose to leak freon when remove cap from high pressure valve?

The valve is bad if freon is leaking from it without the cap.

You cannot do it without discharging the freon in it. Go to an A/C shop and ask them to do it for you which is done without discharging the freon into the atmosphere, unless they are non-licensed.
