I have checked all the fuses and relay pertaining to the horn. The horn blows intermittently at times and will not at other times. When I press the car alarm button on my car remote the horn blows. How do I find out if its the horn or a short in the wiring?

It's neither. If there were a short, the fuse would be blown and it wouldn't work at all. Same with the horns. There's two of them, and if both were bad, they wouldn't work with the remote. The most likely suspect is the clock spring. That's a wound-up ribbon cable in a plastic housing under the steering wheel. They usually aren't intermittent like this, but it is possible. As the cable continues to break, the Air Bag light may turn on and the cruise control will also stop working.
