Just installed new starter bench tested passed

Just installed new starter bench tested passed. Installed starter may sure shim was not in the way. Hook up the wires and reconnect the battery which is new. Checked the voltage 13, 9 and checked the amps that the starter drawed was 415 amps at the highest and dropped down to 155 to 130 amps. So why will the starter not turn over sounds like its not kicking in, Checked the teeth on the flywheel they look good. Checked the wiring from the battery to starter all good. So why is this stater not working any ideas. THANKS JAMES

Have you checked the starter relay? Also refer to this link: http://www.2carpros.com/articles/car-engine-will-not-crank-over

Yes the relay was the first placed I started. I am getting all the right things to start up power and fuel, pulled the starter back out and did a bench test again the starter works and I checked the old starter out on the bench it does work but the bearings are a little woren

At the starter relay cross the battery terminal and the ( I ) small terminal with a screwdriver or use a remote start and see if the starter engages the engine-if so check the transmission range sensor/NSS and ignition switch. Go thru the Start Circuit Diagram thoroughly -see below
