1997 Ford Thunderbird Turn Key There Nothing Lights On Fule Pump Primes

Turn the key and there is nothing. Lights are on, fule pump primes the circuit, no start tho. Can "bump" the starter and get the starter to spin, but not engaging. 12.4 volts at the battery, just replaced the starter 2 weeks ago for the same issue. Turned out the starter was not engaging far enough, needed over 24 volts to fully engage. Bought brand new starter and having the same issue 2 weeks later. Did attempt to jump start in the event the battery was the issue.
Any help would be appreciated.

check fuse 9 in power dist box and if ok then try resetting anti theft
