1997 Ford Taurus need to test eec unit

I recently spun a main bering and had to replace the engine in my 1997 taurus now that the hard work is over it wont start because it has no spark and the obd-2 plug wont make connection either. My question is , Can I test the eec unit? Can I test the eec on my 1997 ford taurus?
