RPM fluctuates up and down when trying to crank, after several times it may crank and run or go dead, it does this several times before it will stay cranked

Looping in the idle speed is usually caused by a bad idle air control solenoid (IAC). Also, vacuum leaks can also be a cause. Have you checked those? If the check engine light is on, have you scanned the computer?
