1997 Ford Ranger Front oil seal

I have to remove the timing belt to change the front oil seal. The manual says to remove the spark plugs before I remove the timing belt. Why do I have to do this? MN

They are likely doing that to relieve compression so the engine can be rotated easily to time it.
