lifters not oiling

if the oil pick up tube did not get sealed good would it make the lifters on one side of the engine clatter

yes it would short the oil on the whole engine as it would be sucking air. you could also have a plug missing someplace if the engine was rebuilt and it wasn't installed or it came out.
