1997 Ford Mustang 3 8 Engine Parked Idle Rpms Drop Senconds Later Voltage Will

3.8 engine. when parked and idle the rpms drop and a few senconds later rpms and voltage will drop then blows the fuel pump fuse what could cause this? voltage regualtor, ccrm, and fuel pump have all been replaced. no power draw from battery
