car is overloaded?

What can the problem be if my ford fiesta 1997's trunk still hangs as if the car is overloaded, but the boot and back seat is empty and I've changed all 4 shocks about 3 months ago.

springs hold a car up. shocks keep it stable.
most likely the coil springs need to be changes.
