1997 Ford F 250 Brake Warning Light Comes On Off While Driving Sometimes

Brake warning light comes on and goes off while driving. Sometimes is on when starting engine (still warn from driving after turning it off) and after stopping in park with engine running . When on disconceted parking brake wire or wires on front of master cylinder and stayed on. Have not been able to disconect wires under master cylinder to check if it stays on then. Resavoir is full.
